This is the comparison people ask for and it is the wrong question, because in practice these two run one after the other rather than against each other. Prospeo answers do you have the mobile number of this person, and returns the email in the same call. Icypeas answers is this address worth sending to, at a tenth of a credit, and it can tell you for free how big an audience is before you spend anything collecting it.
If you are forced to pick one, the deciding factor is the channel. A phone-led motion needs the mobile, and only one of these two ships that today.
